Officer John Holloway was declared duly elected as an Officer du Connétable for the Vingtaine de Noirmont. Mrs. Linzi Packer was declared duly elected as an Officer du Connétable for the Vingtaine de la Moye.

Representation from the Royal Channel Islands Yacht Club in respect of their 5th Category (Club) Liquor Licence was considered. The Application was passed. The Connétable read the Applications submitted by Rustic Jersey Limited and Baton Limited in relation to an application for a 6th Category (Off) Licence. Both Applications were passed.

The Connétable asked Ms. Michelle Harbon to address the Meeting as to why she was applying for a Sixth Category (Off) Licence for Charrien Stores. The Application was approved by five votes to one.

The Connétable declared Mr. Corbin and Mr. Bellows duly elected to serve on Le Cimétiere des Quennevais Committee. The Connétable also went on to say that this Committee has very sensitive matters to address and both have shown themselves highly capable in these matters.

The Connétable declared Mr. Baker, Mr. Videgrain and Mr. Hathaway elected as members of the Roads Committee. The Connétable declared Mr. Harris, Mr. Lucas, Mr. Durham-Waite, Mr. Warren, Mr. Minchinton, Mr. Brian de Ste Croix, Mr. Bisson and Mrs. Vibert elected as Roads Inspectors for their relevant Vingtaines.

The Connétable declared Mr. Bignell re-elected as a member of the Parish Rates Assessment Committee. The Connétable asked the Assembly to approve the purchase of a replacement vehicle for Cemetery work – the resolution was approved. The following application was considered for recommendation to the Licensing Assembly: Old Court House Inn. The item was supported.

The Connétable declared Mr. Piggott duly elected as an Officier du Connétable for the Vingtaine des Quennevais. The Connétable introduced the motion: to issue a temporary permit to Mr Karl Sutton to operate a kiosk on an agreed position on the La Pulente slipway approach road and to agree to a lease to Shell House Limited for the temporary use of the car parking area at the top of La Pulente slip approach road.

The following applications were considered for recommendation to the Licensing Assembly: Ciara O’Rafferty and Michael Johnson. Both items were supported.

The following applications were considered for recommendation to the Licensing Assembly: Demetrious Tokkalos (3rd restaurant Licence). Following a vote by a show of hands, the item was supported by 14 votes in favour and 0 votes against.

Property Reserve Fund vote of £500,000 (Cimetiere des Quennevais) – the item was approved. Mr. Stephen Phillips explained the accounts of the Connétable. Connétable Jackson explained the estimates for the Roads Account. The Parish Rate for the year 2020 remains at 0.96p per quarter. The Connétable asked for nominations for members of the Accounts Committee. Messrs Alex Picot were appointed to audit the Connétable’s Accounts.

The Connétable congratulated and declared Miss Varkey duly elected as an Officier du Connétable for the Vingtaine des Quennevais; Mr Jones duly re-elected as a Vingtenier for the Vingtaine de la Moye. The Connétable advised that Noya Shapla wished to apply to the Licensing Assembly for an extension to the area their current 3rd category licence covered.

The Connétable congratulated and declared Miss Vieira duly elected as an Officier du Connétable for the Vingtaine du Coin; Mr. Piechota elected as an Officier du Connétable for the Vingtaine des Quennevais. The following applications were considered for recommendation to the Licensing Assembly: Cabana Distributors (Channel Islands) Ltd and Michael Johnson. Property Reserve Fund votes of £6,000 (Old Parish Depot) and £50,000.00 (Cimetiere des Quennevais) – both items were approved.

The appointment of Mr. Mark Le Boutillier as Deputy Registrar was notified to the Assembly and approved. The Connétable declared Mr. Pilbeam and Mrs. Bougeard elected as an Officiers du Connétable for the Vingtaine de la Moye; Mr Tucker elected as an Officier du Connétable for the Vingtaine des Quennevais; Mr Feger elected as an Officier du Connétable for the Vingtaine de Noirmont; Mr Haywood re-elected as Vingtenier for the Vingtaine des Quennevais and Miss Kielak as Vingtenier for the Vingtaine du Coin.

The Connétable congratulated and declared Mrs. Hill duly elected as an Officier du Connétable. The strategy of reducing Parish’s carbon footprint has been formed. The Connétable then introduced Dr. Louise Magris, who had been invited by the working group to present a short presentation on the direction of the Government of Jersey.

The Parish to encourage the provision of secure cycle parking within the Parish; to consider replacing Parish vehicles with hybrids or EV’s if suitable; to support and promote car sharing; to develop an action plan to install Photo Voltaic solutions on parish properties; to adopt the use of environmentally friendly paper; to support the composting of food waste produced by hotels and restaurants; to consider divesting from fossil fuel investments, installing LED street lights and bulbs.

The Connétable congratulated and declared Mr. Hall elected as an Officier du Connétable; Messers Hesten and Winchester re-elected as Rates Assessors. An application for a Bailiffs Annual Entertainment Permit was considered. The Connétable explained that the Procureurs and he were wishing to redecorate the main hall.

Connétable congratulated both Mr. Wright and Mr. Olaru on their re-election as an Officiers du Connétable for the Vingtaine de la Moye, and Mr Turpin on his re-election as an Officier du Connétable for the Vingtaine du Coin. An application for a Bailiffs Annual Entertainment Permit was considered.

Mrs. Corbin nominated Miss Sarah Le Boutillier to the position of Registrar. Mr. Stephen Phillips explained the accounts of the Connétable. Connétable Jackson explained the estimates for the Roads Account. The Connétable recommended that the Parish Rate for the year 2019 remain at 0.96p per quarter. The Connétable asked for nominations for members of the Accounts Committee.

The Assembly noted the award of the Honorary Police Medal for Long and Meritorious Service to four Officers of the Parish of St Brelade. The Connétable then advised the Assembly that the current cemetery is likely to be full in the first half of 2020. An application for a Bailiffs Annual Entertainment Permit by Miss Lucy Morris of Nude Food Beach, St Brelade was considered.

The Connétable declared Mrs. Drew duly re-elected as Vingtenier for the Vingtaine de Noirmont for a term of three years; Mr. Diggle elected as an Officier du Connétable for the Vingtaine du Coin for a term of three years.
